Zusammenfassung
Egon Bittner definiert die Rolle der Polizei als „a mechanism for the distribution of non-negotiably coercive force employed in accordance with the dictates of an intuitive grasp of situational exigencies“ (Bittner 1970/1990: 131).1 Diese Definition sollte im Zusammenhang mit dem Ausspruch Max Webers gelesen werden, wonach der Staat durch sein Monopol auf legitime Gewaltausübung (Weber 1946) definiert ist, sowie mit Norbert Elias’ Ausführungen über die Domestizierung der Gewalt in westlichen Gesellschaften (Elias [1989] 1996). Mit geringfügigen Variationen ist dies die Definition der Rolle der Polizei, wie sie üblicherweise in der wissenschaftlichen Literatur verschiedener Länder zu finden ist (Bayley 1983; Monjardet 1996; Funk 1986; Schneider 1987; Lofthouse 1996; Waddington 1999). Der Einsatz von Gewalt wird also als Kern der Polizeiarbeit angesehen. In dieser Hinsicht ist die Beziehung zwischen Gewalt und Polizeiarbeit weit davon entfernt, als problematisch zu gelten; vielmehr gilt sie als fundamental unbestritten.
