Zusammenfassung

Indien ist eine aufstrebende Macht. Trotz des Wirtschaftswachstums leidet die Gesellschaft unter ungleicher Entwicklung, mit Millionen Indern in Armut. Die widersprüchlichen Entwicklungen, interne Sicherheitsprobleme und die komplizierten regionalen Beziehungen sind keine solide Basis für Indiens Außenpolitik. Der außenpolitische Wandel basierte bisher auf Konzepten des Idealismus, Hindu-Nationalismus, Realismus und jetzt auf dem dominierenden Liberalismus und der Internationalisierung. Indiens Soft Power-Potenzial bietet eine Perspektive für eine bedeutsamere globale Rolle.

Einen anderen interessanten theoretischen Ansatz verfolgen Hansel und Möller (2013). Sie analysieren mittels eines rollentheoretischen Zugriffs ausgewählte außenpolitische Reden indischer Politiker, um ihre These zu überprüfen, dass innergesellschaftliche und außenpolitische Erwartungen zu normativen Festlegungen führen. Im Ergebnis führen die unterschiedlichen Rollenerwartungen zu Rollenkonflikten, wie sich beispielsweise bei dem Thema internationale humanitäre Interventionen zeigt.

Idealismus in den internationalen Beziehungen stammt aus der Zeit zwischen den beiden Weltkriegen. Die Protagonisten dieser Denkschule (beispielsweise Woodrow Wilson) wollten die Konzepte der „Machtbalance“ überwinden und ein System kollektiver Sicherheit schaffen.

Diese Denkschule wird von Autoren wie dem britischen Historiker E. H. Carr oder dem amerikanischen Politikwissenschaftler Hans J. Morgenthau repräsentiert.

Nach dem Jahresbericht des Außenministeriums (Government of India. Ministry of External Affairs 2012, S. 203) belief sich die Zahl der Diplomaten, einschließlich der Berufsanfänger, im Jahr 2011–2012 auf 3530. Chinas Zahl der Diplomaten ist ca. fünf Mal so hoch (The Economist 2012).
