Abstract

Parliamentary Libraries currently face the challenge of shifting from being gate-keepers of a Parliament’s archival and contemporary “treasures” to functioning as dynamic information and knowledge hubs, through the production, management and availability of open diachronic and synchronic data; in this light, this paper presents the Hellenic Parliament Library experience, focusing on a subcategory of historical parliamentary data, included in the Hellenic Parliament Library Repository under construction. In the first part, more technically-oriented, an outline of the text detection and recognition process is provided, in order to render the materials in question machine-readable, while in the second part the potential for linguistic research is highlighted, through a case-study exploring aspects of the ‘Greek language question’, as discussed in the parliamentary context, within the wider framework of language policy making.

Although numerous technologies are assigned to AI today and several parliaments seem to recognize the need to introduce AI, parliamentary institutions still seem slow in assimilating the technological advances, often viewing them with scepticism, with only a few examples of actual implementation of such technologies in the parliamentary workspace (for a detailed account see [11]).

It is worth mentioning that the Hellenic Parliament, via its Research Service, has been participating in forward-looking research projects for more than a decade (e.g. see participation in the ManyLaws project (https://​www.​manylaws.​eu), through which an Akoma Ntoso-based codified version (e-code) of a collection of Greek, Austrian and EU legislation was created, see https://​www.​manylaws.​eu/​about/​discover-manylaws).

The David Antoniou Archive is an important archive for the study of the history of the Greek language. It was put together by the scholar David Antoniou, who later endowed it to the Centre for the Greek Language (as cited in: https://​inventory.​clarin.​gr/​corpus/​1084).

The ‘Greek language question’ has been one of the most heated issues in Greece’s intellectual, socio-political and policymaking history. The term refers to the diverse and multi-layered disputes, first appearing by mid-eighteenth century within the framework of the Greek Enlightenment, over which form of the Greek language was most suitable for educational and scholarly writing and, after the formation of the independent Greek state (1830), as the official language [18]: the archaic katharevousa (literally ‘of a pure form’), an early nineteenth-century construction, articulated by the scholar Adamantios Korais and based on the idea of a compromise between ancient Greek and the vernaculars spoken at the time, or the demotic, a form of spoken language derived from different dialects, exhibiting thus extensive variation.
