In order to improve the initiate fusion tracking performance of multi-radar system and keep the stability of fused tracks when the primary station is changed, a non real-time registration algorithm for multi-radar is presented in this paper. This algorithm use simplex method to obtain the best resolution, target function is the sum of the difference between the multiple radar measurements about the same target. Both measurement bias and location bias are considered simultaneously in this algorithm. To demonstrate its efficiency, the computer simulation results are presented.
