The development of the cruise ship economic agglomeration has taken shape, marking the development of Shanghai’s cruise industry to the entire industry chain of the cruise economy. In the field of cruise construction and supporting industries, Shanghai is facing competition from other provinces and cities and surrounding areas. It must seize the important opportunities for the transformation and upgrading of the cruise economy, consolidate its leading edge, establish a sound ecosystem of cruise construction, and accelerate the introduction of the development of industrial clusters, such as cruise maintenance and construction, cruise operations and cruise services. thus forming a core supporting industrial cluster of Shanghai cruise economy, promoting the integration of innovations in cruise ship economic policies and regulations. By doing so, the cruise economy will truly become a powerful engine for promoting local economic development in Shanghai, which also constitutes an important foundation for promoting the high-quality development of Shanghai cruise economy.
