Abstract

This chapter will concentrate on procedural aspects of the Middle East peace process, as initiated in Madrid at the end of October 1991, against the background of earlier efforts related to the Middle East conflict. I will avoid going into the substance of Israeli—Arab problems, even though it is difficult to separate procedure from substance. Procedural problems usually reflect substantive ones.

This chapter is largely based on my article in Peace & Change (Sage Periodicals Press). vol. 18, no. 3, July 1993, under the title ‘The Middle East Peace Process, A New Case of Conference Diplomacy’.
