Abstract
The gibers are beginning to say: Ah! Another Conference! Fortyfive nations! A thousand experts! What folly! What extravagance! Yes, what extravagance — a thousand experts, financial, diplomatic, economic. They are cheaper than military experts. Their retenue is a smaller one.1
