Abstract
Multiple regulatory options are currently in place in response to Internet gambling. However, there is currently no “gold standard” or even policies that appear to be highly effective and broadly suitable. This chapter considers the advantages and disadvantages of various policy options, including prohibition, licensing and regulation, as well as restrictions on the sites available, and third party regulation. Specific jurisdictional responses are outlined for many international jurisdictions, including the impact of these on the online gambling market to describe the current policy and regulatory arrangements and any significant issues. This chapter is based on empirical evidence collected from academic and industry research as well as analysis of outcomes and consequences of policy options. Associated issues are discussed including how to uphold and enforce regulations, which is particularly difficult given the global and somewhat anonymous nature of online gambling. The social costs of online gambling are also discussed as well as taxation rates and the impact on other industries, including land-based gambling.
