Zusammenfassung
Im Folgenden wird Marshalls Theorie von Citizenship als zu anglozentrisch und evolutionistisch kritisiert. Eine vergleichende historische Analyse industrieller Gesellschaften eröffnet nicht eine, sondern mindestens fünf mögliche Strategien zur Institutionalisierung des Klassenkonflikts. Wir nennen sie liberal, reformistisch, autoritär monarchistisch, faschistisch und autoritär sozialistisch. Wer ihren Ursprung und ihre Entwicklung erklären will, sollte Strategien und Zusammenhalt der herrschenden Klassen und des Ancien Régimes betonen, statt das Augenmerk auf den Aufstieg der Klassen des Bürgertums und der Arbeiterschaft zu legen, wie das bei älteren theoretischen Versuchen der Fall war. Um ihre Dauerhaftigkeit zu erklären, sollten geopolitische Ereignisse hervorgehoben werden, vor allem die beiden Weltkriege, statt die interne Effizienz der Staaten zu unterstreichen. Insofern Marshalls dritte Stufe von Citizenship eine weitgehend zutreffende Beschreibung des gegenwärtigen Europa ist, lässt sich das hauptsächlich auf die militärischen Siege der ,angelsächsischen‘ Mächte zurückführen.
