Zusammenfassung

Obwohl die Implementationsforschung in empirischer und theoretischer Hinsicht erst seit kaum mehr als 10 Jahren intensiv betrieben wird, ist die Relevanz ihrer Fragestellung inzwischen unbestritten. Dies trifft vor allem für das hier gewählte Thema zu: Die Komplexität des Implementationsfeldes und des Wirkungshorizontes von staatlichen Programmen kann als Hauptursache für die Entstehung der ganzen Forschungsrichtung (Implementationsforschung) angesehen werden. Sowohl in der rechts- und verwaltungswissenschaftlichen Tradition als auch in den neueren policy sciences war man zunächst davon ausgegangen, daß die Umsetzung politischer Programme keine wesentlichen Probleme aufwerfen würde, wenn es nur gelänge, diese Programme möglichst präzise zu formulieren. Im Zuge der Ausweitung öffentlicher Aufgaben — vor allem als Folge der sozialstaatlichen Entwicklung — wurde die Frage nach der Wirksamkeit solcher Programme stärker in das Blickfeld der Öffentlichkeit gerückt. Mit Hilfe des verfeinerten Instrumentariums der Evaluationsforschung konnte immer häufiger das Scheitern politischer Programme nachgewiesen werden. Dabei verstärkte sich der Eindruck, daß politische Programme nicht im Sinne der Weberschen Bürokratieanalyse rational und effizient innerhalb einer fest gefügten Verwaltungshierarchie ausgeführt werden, sondern vielmehr im „Dikkicht der Bürokratie“ steckenbleiben können oder z.T. so verändert werden, daß das ursprüngliche Ziel nicht erreicht werden kann.
