Abstract
The theory with which we shall be concerned in this monograph has its origins in a paper by Smith (1918). Little development occurred until the 1950’s when the subject was taken up by various authors including Elfving (1952, 1955, 1959), Chernoff (1953), de la Garza (1954, 1956), Guest (1958) and Kiefer (1958, 1959), with whose name it is particularly associated. During the 1960’s it was pursued vigorously by him and other authors including Hoel (1961,1965), Karlin & Studden (1966) and Atwood (1969). In the early 1970’s the core of the theory was crystallized in papers by Fedorov & Malyutov (1972), Whittle (1973) and Kiefer (1974).
