Abstract
Has the Belfast Agreement, at last, delivered the final resolution of the most intractable source of political conflict in Europe, as Peter Hain assured the House of Commons in May 2007?1 Has it provided a basis for consolidation of the comparative peace seen in Northern Ireland since 1998? Does it offer the promise of an end to violence and paramilitarism in Irish politics?
