Abstract
The last two chapters inserted collective non-state actors into the ongoing trio of political voices advanced by Wight, reorienting that conversation toward the political challenge of dealing with a world of states in a hierarchical environment. But the resulting picture still does not give sufficient prominence to the role of individuals as politically significant actors.1
