Urban Development Solutions for Sea Level Rise

This book highlights various solutions for the required transition of coastal cities due to +1m sea level rise. The current understanding is that infrastructure, buildings, industry, and communities have to be protected by engineering-based solutions, or cities have to retreat. The book adds two more solutions where cities can advance onto the water or can accommodate. All four different concepts are introduced and presented in a manual and as urban design proposals for one specific site. Therefore, the book can be used in two ways: Either as a general guide for urban transition processes due to +1m sea level rise, or as demonstration project how differently sites can be developed further and created thereby additional opportunities.

Chapter 1. Analysis
Abstract
The first step of the test run will analyse the selected site to collect as much information about the site as possible. This will happen in three consecutive sub-steps starting with a more general (1.1) to a more specific point of view regarding flood risks (1.2) concluding in a comparison of risks and opportunities (1.3).

Chapter 2. Concepts and Tactics
Abstract
The achieved understanding of the site and its flooding issues permits the next step which will investigate the sites’ potential urban transitions. Following the aim to demonstrate transformations of coastal cities that create more opportunities than threats, the guideline proceeds with investigations regarding the following questions.

Chapter 3. Feed-back
Abstract
Until now, the guideline created four visualised concepts and considered 20 tactics which resulted in four scenarios. The target of this step 3 is to test this theoretical outcome under “real conditions” by asking stakeholders for a feed-back. The composition of the stakeholders as well as the feed-back process should follow each project’s individual requirement to keep it as efficient as possible.

Chapter 4. Final Scenarios
Abstract
This final step 4 will develop the four concepts further into four scenarios. It will detail the visualised concepts of step 2 and will take the preferences of step’s 3 feed-back into account.
