Allen and Gu (2018) have provided an interesting and insightful paper. While they identify six types of systemic risk, they focus on the first three: panics, banking crises due to asset price falls, and contagion. My comments will focus primarily on the issues associated with asset price bubbles and contagion. These comments will briefly discuss preventing financial instability, pre-emptive policies, problems with targeted macroprudential policies and some possibilities for mitigating these problems. …
