9. Community-Based Elderly Care in Beijing: Status and Prospects

Abstract

Beijing has been one of the earliest in China entering the aging society, and in response to the aging crisis, it has developed a “9064” model and made community-based elderly care a priority for the development of elderly care. After years of efforts, a “trilateral and four-level” management and service system for community-based elderly care has been put in place, with a rather complete system of laws and policies, quality evaluation system, social security system and industrial development system. Today, community-based elderly care is the main approach to the aging population, with elderly care stations growing into a network with more diversified participants and the fast-growing smart elderly care, and Beijing encourages innovation in this regard. However, Beijing needs to straighten out the boundaries of government, market, society and households in developing community-based elderly care and to pool resources toward the poor, the elderly and the disabled elderly; it also needs to improve the relevant policies for the sustainable development of elderly care stations.

In fact, the Beijing Home-Based Care Service Regulations defines home-based care as a kind of care service model that is based on household, supported by urban and rural communities and supported by the social security system, in which professional services are provided by the government, enterprises and social organizations. It shows that the community is not a way of providing for the aged, but the support for home-based care.

The survey, led by Prof. Xiaochun Qiao, Population Research Institute of Peking University, covered all the streets (townships) and communities (villages) in 16 districts of Beijing, including 330 streets (townships) and 6789 communities (villages).

For the 19 services inquired, the report categorizes on-site dining and on-site meal delivery service as catering service, health guidance and accompanying medical treatment as medical and health services, rehabilitation care and support rental as nursing services, daytime care, short-term care and long-term care as day care services, on-site assisted baths, home help baths and domestic services as domestic services, psychological comfort and companion chat as spiritual comfort services, call services as emergency relief services, and procurement, courier and legal aid services as other services.
