This book adopts a linear optimization method and introduces a dynamic optimization simulation model for analyzing synthetic environmental policies as endogenous variables in order to improve the environment and provide more biomass energy. The model considers both the total ecological system and the socio-economic situational changes. The purpose of the research is to establish effective utilization methods for biomass resources as well as to coordinate resource reutilization, environmental conservation and economic development, and ultimately to achieve sustainable development of society. By selecting for examination a typical suburb of a major city in China (Miyun County near Beijing), the book improves the simulation model and focuses on the evaluation of water pollutant minimization based on the ecological value of Miyun Reservoir. In the simulation, the author takes into account the specific and unique characteristics of China’s economy and social state in terms of sustained economic growth rate, financial subordination relations and regional environmental policies, all of which differ from the model for Japan. Beyond these innovations, the book introduces two advanced technologies from Japan and China to the study area through simulation with integrated policies, and presents a regional analysis and allocation strategy for these technologies, which have demonstrated impressive operability in practice, in light of the current conditions and limited funds in China.

Chapter 1. Introduction
Abstract
The stockbreeding industry is booming rapidly in rural areas around big cities in China, especially in the rural areas around Beijing, carrying high risk to the environment due to emission of huge amounts of pollutants, such as COD, T-N, and T-P, as well as greenhouse gases into rivers and atmosphere. On the other hand, as typical biomass resource, stockbreeding waste can be used as energy source by advanced technologies. The purpose of our research is to establish effective utilization methods of biomass resource with coordination among resource reutilization, environmental preservation, and economic development, and finally realize the sustainable development of the society. The background, objectives, and methods of this book are introduced, and all the concepts and literature reviews are shown in this chapter.

Chapter 2. Characteristics of the Study Area
Abstract
Miyun County is the largest rural suburb and the most important county of Beijing. Miyun County has a unique significance for the regional environment, and dramatically influences the water safety and local development of Beijing. In the catchment areas of Miyun Reservoir, stockbreeding wastes are generated and heavily contribute to water pollution, especially pig farming, which has become the source of the most serious pollutants of Miyun Reservoir. In this Chapter, the characteristics of the Miyun County, Miyun Reservoir, and the study area, and the current environmental conditions are presented.

Chapter 3. Evaluation of Water Pollutant Minimization Policies with Adopting Present Technology
Abstract
In this Chapter, we adopted the integrated policies to minimize water pollutants flowing into Miyun Reservoir based on two sub-models. Particularly, we improved the economic models so that they are more adaptive to the specific characteristics and the actual situation of suburbs of big cities in China. Based on the results of the simulation, the efficiency of wet methane fermentation technology is not sufficient to treat the high concentrations of wastes in the water and meet the requirements of future economic development in the catchment area. Especially, the pig farming industry requires the introduction of advanced technology to allow simultaneous pursuit of environmental preservation and economic development.

Chapter 4. Analysis of Optimal Environmental Policies with Advanced Technologies for Effective Treatment of Stockbreeding Wastes
Abstract
This Chapter consists (1) a literature review of the main environmental policies regarding reduction of pollution and appraisal of stockbreeding wastes treatment methods; (2) the introduction of integrated policies framework that were raised to realize effective utilization of stockbreeding wastes and environmental preservation; and (3) the introducing of advanced technologies for proper treatment of stockbreeding wastes in the study area.

Chapter 5. Comprehensive Evaluation of Environmental Policies with Advanced Technologies for Effective Utilization of Biomass Resource
Abstract
In this Chapter, we improved and modified the simulation model in Chap. 3. In the simulation, we considered the specific and special characteristics of study area’s economy and social state in terms of sustained economic growth rate, financial subordination relations, and regional environmental policies, which are different with the model of Japan. Besides these, we introduced two different advanced technologies from Japan and China to the study area through simulation with integrated policies and carried out regional analysis and allocation for two technologies. The chosen integrated policies in Chap. 4 are introduced as endogenous variables in the model in order to do comprehensive evaluation of environmental policies with advanced technologies for effective utilization of stockbreeding wastes.

Chapter 6. Cost Benefit Analysis and Regional Analysis
Abstract
In this Chapter, we carried out the cost-benefit analysis and regional analysis to research how to arrange the two advanced technologies in the catchment area for different towns. The results of socio cost-benefit analysis show that there is great feasibility and possibility to introduce advanced technologies in the catchment area. From the aspects of regions, the application of advanced technologies is based on the concentration and scale of pig-farms in different regions.
