Das „Nationale Innovationssystem“ aus historischer Perspektive

Zusammenfassung

Der Beitrag entwickelt die Behauptung, dass ungeachtet intensiver Globalisierungsprozesse der nationale Rahmen wesentlichen Erklärungsgehalt bezogen auf wirtschaftliche Dynamik behält. Konkreter erscheinen die nationalen Beziehungen in innovative Prozesse integrierter Unternehmen nach wie vor zentral für die Beschreibung und Erklärung ihrer Innovationsfähigkeit. Somit bleibt Diversität eine konstante Eigenschaft globalisierter Wirtschaftsordnung. Dies gilt sowohl für inkrementelle als auch für radikale Innovationen, wobei zugleich die Bedeutung von Diversität mit der Radikalität der Innovationsprozesse zunimmt. Der Beitrag diskutiert diese Behauptung vor dem Hintergrund der Unterschiede verschiedener historischer Beispiele, insbesondere den jeweiligen historisch vorhandenen Innovationssystemen in der nationalen Wirtschaftsgeschichte Deutschlands, Japans und der Sowjetunion, sowie mittels eines Vergleichs der Innovationssysteme ostasiatischer „Tigerstaaten“ mit denen lateinamerikanischer Staaten.
