Abstract

In this chapter, I discuss the data and the main variables. These include the measurement of preferences of interest groups and political decision-makers. Based on those, distance measures are developed. Lobbying costs and several control variables are operationalized.

The US labor policy domain was studied in Knoke and Burleigh (1989), Knoke (1990), Knoke and Pappi (1991). The German labor policy domain was studied in König (1992), König and Bräuninger (1998), Bräuninger and König (2004) and for two comparative studies (Pappi et al. 1995; Knoke et al. 1996). See also Pappi and Henning (1998).

For reasons of control some of the events were not legislative processes but court proceedings at the federal court with relevance to the policy domain of labor. In my analyses, I will drop those cases as they are not directly relevant for testing theoretical arguments based on my model.

Note that this is based on the common perception of the actors, not some external criteria. A point also raised by [Pappi et al. 1995, 202].

I have also estimated positions in a two-dimensional policy space. The face validity of these estimates is also good. However, as my theoretical model explicitly builds on one dimension I have chosen to run the analysis based on the one-dimensional estimate.
