Zusammenfassung

Die NGO-Community ist zu lange als black box konzeptualisiert worden. Am Beispiel der internationalen Klimapolitik zeigen wir, dass NGOs keine in sich homogene Gruppe sind, sondern Interessendifferenzen sowie Macht- und Repräsentationsasymmetrien vorliegen. Daher tragen NGOs auch nicht, wie in Teilen der frühen Forschung postuliert, automatisch zu einer demokratischeren und legitimeren internationalen Umweltpolitik bei. Vielmehr verschärfen sie die insbesondere im Nord-Süd-Verhältnis zum Tragen kommende ungerechte Interessenrepräsentation auf internationaler Ebene.

Neben CAN und CJN existiert mit Climate Justice Action (CJA) ein weiteres bekanntes zivilgesellschaftliches Netzwerk in der Klimapolitik. Da sich dieses Netzwerk weniger aus NGOs, sondern insbesondere aus kaum institutionalisierten Bewegungsorganisationen und Gruppierungen des autonomen Spektrums zusammensetzt (Reitan und Gibson 2012, S. 405), wird CJA in diesem Beitrag nicht weiter behandelt.
