We have seen that the development of technological capability in small firms would be important to developing countries for various reasons. We shall now examine, by means of a review of secondary literature, whether the phenomenon actually occurs in the present-day developing countries, or whether it only took place historically in countries such as Japan and Taiwan that have now reached a high level of economic development.1
