Abstract

For the purpose of building green infrastructure in developing countries, there are basically two project models: a government budget-based model and a private investment-based model. Chapter 4 explains the operating mechanisms of these two models, especially the details on public-private partnership and project financing. The chapter then indicates that the private investment-based model is a crucial alternative for developing countries due to the limited budgetary capacity of governments to carry out infrastructure projects. However, there are numerous risks that prevent the private sector from participating in the green infrastructure markets of developing countries. As background information for next chapter, this chapter enumerates these diverse risks in the green infrastructure markets of developing countries.
