Abstract

Economics always plays a pivotal role in the decision process associated with the construction of any project. Accordingly, we shall endeavor in this chapter to outline the key factors that influence the cost of building a nuclear power plant—with special emphasis regarding fast spectrum reactors. It is very difficult at the present time, however, to provide firm cost estimates for fast spectrum systems because very few reactors of this type have been built in recent years and none of these could be considered fully commercial. Hence, we shall focus our discussion on comparative evaluations, i.e. citing the differences between fast spectrum systems and the current generation of light water reactors (LWRs). Specific mathematical techniques for determining actual costs, once key input numbers are known, are contained in Appendix D. Specific techniques for defining such items as the time value of money, levelized costs, etc. are detailed in this Appendix.

One MMBTU is the equal to one million British thermal units. The unit of $/MMBTU is commonly used in the energy industry, and is the trading unit for New York Mercantile Exchange (NYMEX) for natural gas futures.

The PUREX acronym stands for Plutonium—URanium Extraction. This is the reference aqueous nuclear reprocessing method for the recovery of uranium and plutonium from used nuclear fuel.

As we note in Chapter 17, it is possible to cool a fast spectrum reactor with a gas such as helium, but the power density must necessarily be lower, resulting in a significantly larger core.

As mentioned in Chapter 13, some designers are proposing to use super-critical CO2 in a Brayton Cycle to replace the intermediate loop and directly drive the turbines to produce electricity. Such a concept would reduce the cost and complexity of the SFR design, but is yet unproven.

The URanium Extraction (UREX) process is a modified version of PUREX in which a clean stream of uranium is extracted from used fuel, leaving a stream of plutonium mixed with other transuranic isotopes available for use as fuel in breeder or burner reactors.
