Effectiveness Evaluation of the Conceptual Framework for the International Classification Patient Safety (ICPS) in the Reporting and Learning System of the Tuscany Region

Abstract

RLS is a best practice and represent an important surveillance and awareness-raising tool that assess how health systems behave. This research focuses on two key elements related to reporting systems: the learning component and dissemination strategies regarding the lessons learned to physicians and the accuracy of event analysis.
Two different online surveys has been carried out: the first one, to detect clinicians’ perception of the usefulness, when and how they use the framework, and the taxonomy’s criticalities; the second one, to verify the accuracy of the description, the adequacy of the type of accident classification, the attribution of the main identified contributing and mitigating factors useful to provide information on the context useful for identifying future preventive organizational solutions. This research highlighted some areas needing considerable improvement, including better definition of terms, more emphasis on assessing reliability of coding and great opportunities related to the classification results analysis focusing on facilitation and improvement strategies dissemination connected to learned lessons.
