Abstract

This chapter delves into the evolution of safety management strategies, particularly the transition from 'protective safety' to 'productive safety'. It highlights the limitations of traditional safety management methods and introduces the concept of 'productive safety', which focuses on operators' successes and the sources of daily normal operations. The study presents a novel approach to safety management by developing a leading indicator, the Productive Safety Leading Indicator (PSLI), which evaluates operators' daily adjustment actions. Through interviews with operators from Japan and the USA, the study identifies characteristic differences in safety management practices. The PSLI is designed to assess the variety, depth, and logical understanding of operators' adjustment actions, providing a practical tool for enhancing safety management. The study also discusses the potential influence of cultural and legal factors on safety management practices. By applying the PSLI to different cultural and employment contexts, the study aims to further examine its effectiveness and practicality in promoting productive safety.
