Abstract

The chapter begins by discussing theories on urban migration, including economic development theories and human capital theories, which explain the causes and mechanisms of rural-urban migration. It then delves into the dilemmas of population management in China, such as the contradiction between population control and free migration, and the need for accurate population data. The author suggests transforming urban governance strategies to better integrate migrants, focusing on the principle of 'talent first' and eliminating urban dualistic structures. The chapter also explores the integration of immigrants in Western countries, comparing assimilationist and multiculturalist models, and suggests a hybrid approach for China. It concludes by proposing a new urban governance model that involves multiple subjects, such as government, NGOs, and residents, to provide better public services and promote social integration.
