Emissions regulations come in discrete packages enacted on a set date but engine development is a continuous process. Since IMO Tier II, engine builders and component suppliers have worked consistently to eliminate fuel consumption penalties on the first compliant engines and to reduce NOx emissions to the absolute minimum at source.
