An Assessment of Critical Success Factors for Mitigating Cost Overruns in Public Infrastructure Construction

This chapter delves into the critical success factors (CSFs) that can help mitigate cost overruns in Vietnam's public infrastructure projects. Through expert surveys and factor analysis, the study identifies five key CSFs: contract clarity, accurate initial cost estimation, contractual compliance, technical competence, and timely access to quality materials. The research also explores the importance of collaborative technology, data planning, scope-risk management, contractual governance, and planning and control in ensuring project success. By prioritizing investments in high-quality cost information systems and standardizing contractual frameworks, project managers and policymakers can substantially improve budget predictability and stakeholder confidence. The study concludes with practical recommendations for embedding these CSFs into governance structures and budgeting processes, offering a robust framework for sustainable infrastructure delivery.
