Abstract

The chapter delves into the National Guard Bureau's response to the SolarWinds attack, highlighting the complexities of managing a large-scale cybersecurity incident. It examines the coordination among multiple agencies, the role of team dynamics, and the unique challenges faced during the response. The research team, comprising experts in cybersecurity, healthcare management, and psychology, conducted a thematic analysis of the incident response process. The study identifies key themes such as teamwork processes, team norms, barriers to teamwork, and relationships that enhance teamwork. These findings are compared with existing literature on crisis management, cybersecurity incident response, and disaster response. The chapter concludes with data-driven recommendations for improving cyber incident response, emphasizing the importance of team diversity, autonomy, and trust.
