Abstract

The chapter examines the critical role of Geographic Information Systems (GIS) in enhancing the performance of local government units, with a focus on Palestinian municipalities. It highlights the importance of reliable geographic information for service provision and decision-making, emphasizing the need for a functional Spatial Data Infrastructure (SDI) that facilitates data sharing and harmonization among national institutions. The study employs a structured methodology to assess GIS maturity in selected municipalities, evaluating organizational, technological, and information exchange aspects. Key findings reveal varying levels of GIS integration, with many municipalities lacking strategic planning and adequate resources. The chapter identifies strengths such as modern IT infrastructure and qualified GIS personnel, but also weaknesses like budget constraints and resistance to change. It explores opportunities for GIS development, including available grants and support from initiatives like GeoMolg and SDI. The chapter concludes with actionable recommendations to enhance GIS capabilities, including comprehensive training programs, IT-GIS integration, centralized support, and the development of customized GIS databases. By addressing these areas, municipalities can improve operational efficiency, support sustainable development, and deliver better services to citizens through effective use of geospatial technology.
