Abstract

This chapter examines the persistent challenge of traffic congestion in developing nations, with a focus on Chennai, India. It highlights the urgent need to reduce reliance on private vehicles due to their significant contribution to fossil fuel consumption, CO2 emissions, and air pollution. The study explores the reluctance of commuters to adopt public transport, despite its high accessibility in certain areas, by analyzing the inertia effects that influence travel behavior. Through a detailed literature review, the chapter identifies key psychological and socio-economic factors that shape modal choices, such as prior experiences, perceived behavioral control, and socio-economic status. The methodology involves assessing public transport accessibility levels (PTAL) and conducting surveys in selected wards of Chennai to understand the variables affecting modal choice. The findings reveal significant variations in mode choices and travel expenses across different locations, with suburban areas showing higher travel costs. The chapter concludes with recommendations for inducing a modal shift from private to public transport, emphasizing the importance of addressing inertia effects and improving the level of service of public transport.
