Abstract

This chapter examines the pivotal role of seaport infrastructure in national security, emphasizing the dual-use capabilities that integrate military and civilian functions. It begins by exploring the theoretical aspects of seaport operations, highlighting their impact on maritime transport, regional economic growth, and employment. The chapter delves into the concept of dual-use infrastructure, which aims to enhance resilience, cost-effectiveness, and efficiency by leveraging shared resources. It discusses the critical phases of joint reception, staging, onward transport, and integration, which are essential for the effective deployment of allied forces. The chapter also analyzes the competitive pressures facing seaports, driven by factors such as increased port productivity, the emergence of large carriers, and the globalization of production. It examines various port management models and the role of private sector involvement in enhancing port efficiency and competitiveness. The chapter provides a detailed case study of Lithuania, illustrating the country's efforts to support NATO forces through host country support (HCS) and the development of military and civilian port infrastructure. It concludes with an analysis of the Klaipeda State Seaport, highlighting its strengths and challenges, and offering insights into its future trends and potential for growth. The chapter also discusses the importance of maritime transport in military logistics, emphasizing its role in rapid equipment movement and crisis response. It concludes with a forecast of the seaport's future capacities, underscoring the need for continued investment and innovation in seaport infrastructure.
