Due to the global trend of urbanisation, cities and metropolitan regions as economic and cultural centres, as well as living environments, have gained significant attention. Traditionally, we have imagined cities as agglomerations of people, businesses and public institutions that nurture geographically concentrated clusters of industries (Porter 1990). With increasing urban population, today, city and municipal governments face challenges of city management related to improving urban life and policies to achieve city competitiveness (Khatoun and Zeadally 2016; Visnjic et al. 2016; The Economist Intelligence Unit 2013). Various factors determine city competitiveness, such as economic size and growth, achievable by creating attractive regulatory environments for businesses, people, culture and the environment. The trend towards urbanisation thus reinforces the significance of a city’s ability to attract and retain capital, businesses and human talent, as well as their continued exchange with other economic centres. …
