Abstract

This chapter delves into the role of drones in counterterrorism, focusing on their effectiveness as instruments of coercion. It explores how the unique technological attributes of drones, such as persistence, lethality, and reduced costs and risks, influence the cost-benefit calculus of terrorist groups. The text also examines the challenges drones pose to clear communication, credibility, and assurances, arguing that while drones can degrade organizational capabilities and impose significant costs, they complicate the tasks of signaling clear and credible threats and assurances of restraint. The chapter concludes that armed drones are poor instruments of coercion in counterterrorism and calls for greater transparency and a sharper communicative strategy in US counterterrorism policy. It also highlights the need for further research on the coercive effects of other remote technologies and the cultural impacts of remote coercion.
