Abstract

The evolution of modern technologies, especially the evolution of information technologies, has drastically and shakily impacted the international trade flow. In this chapter we present how the World Customs Organization’s deals with capacity building and the development of human resources.

As of October 2020, the 6 Regional Capacity Building Offices are in Azerbaijan, Côte d’Ivoire, Kenya, Thailand, United Arab Emirates and Uruguay.

Currently (October 2020) there are a total of 29 Regional Training Centers: seven in the Asia-Pacific region (China; Fiji; Hong Kong, China; India; Japan; Republic of Korea; and Malaysia), four in the East and Southern Africa region (Kenya; Mauritius; South Africa; and Zimbabwe), three in the Central and West Africa region (Burkina Faso, Republic of Congo, and Nigeria), seven in the European region (Azerbaijan; Hungary; Kazakhstan; Kyrgyzstan; North Macedonia; Russia; and Ukraine), two in the American region (Brazil and the Dominican Republic), and six in the North Africa and Near and Middle East region (Egypt; Jordan; Kuwait; Lebanon; Saudi Arabia; and Tunisia).

To understand the importance of the program, keep in mind that in March 2017, the WCO had already organized more than 350 “general” missions and more than 144 “tailor-made” missions.
