Abstract

This chapter delves into the complex interplay between decentralised cryptocurrencies and the centralised regulatory frameworks of Anti-Money Laundering (AML) and Counter-Terrorism Financing (CTF). It begins by tracing the evolution of cryptocurrencies from niche use to widespread adoption, highlighting the regulatory responses driven by the Financial Action Task Force (FATF). The text explores the structural differences between blockchains and distributed ledger technologies, emphasising the regulatory challenges posed by these innovations. It also discusses the categorisation of digital assets and the regulatory enforcement actions against entities like Ripple Labs, which have challenged traditional financial surveillance methods. The chapter concludes by examining the role of intermediaries such as wallet providers and exchanges in the cryptocurrency ecosystem and the increasing regulatory scrutiny they face. This detailed analysis sheds light on the evolving regulatory landscape and the efforts to balance financial privacy with surveillance in the digital age.
