Abstract

This chapter delves into the multifaceted challenges posed by hybrid threats to Estonia's homeland security, particularly in the context of Russia's activities in Ukraine. It explores the latent and often hidden nature of these threats, which can escalate into significant conflicts or state capture. The text highlights the use of disinformation campaigns, cyber-attacks, and economic pressures as tools of hybrid warfare, emphasizing the need for a comprehensive and resilient approach to homeland security. The chapter also examines Estonia's responses to these threats, including the development of strategic communication systems, disinformation monitoring, and measures to protect the electoral system. Additionally, it discusses the economic vulnerabilities in Estonia, such as money laundering and the Rail Baltica project, and the political pressure exerted through military exercises. The chapter concludes with recommendations for enhancing Estonia's preparedness for hybrid threats, emphasizing the importance of early identification, effective strategic communication, and reducing dependency on Russian resources.
This volume is supported by research projects “Strategic communication in the context of the war in Ukraine: lessons learned for Estonia” of the Estonian Military Academy and PROF4 “Russia's historical and political narratives in the Kremlin's influence activities targeting Western (including Estonian) and Ukrainian audiences in context of Russo-Ukrainian war” (01.09.2024–31.08.2025).
