7. China’s Road to Peaceful Development: Cultural Foundation, Strategic Orientation, and Double Significance

Abstract

A peaceful path to development is the strategic choice of the Chinese government and people based on the tide of development in the current era in conjunction with personal interests. History has shown that the correctness of China’s judgment of global political trends, including a comprehensive understanding of the developmental orientations of major political trends worldwide, and rational decision making in light of their inter-relations and influence at all stages, is crucial to the success or failure of this endeavor. By reflecting on the experiences and lessons drawn from the country’s reform over the past 30 years, Chinese leaders have proposed two ideas, “peace” and “development.” In the context of the joint influence and agitation of various complex political trends, “peace” and “development” have gradually emerged as the main pursuits of a majority of countries and their peoples, and is the major direction of global political development. Experience has shown that as its lasting development strategy, the path to peaceful development is adaptive to China’s circumstances and characteristics, and has made outstanding contributions to peace and development here and across the world.

Duke Jing asked: “Are harmony and consistence different?” Yanying answered: “Yes, they are different. Harmony is like boiling soup. The cooker boils fish and meat with water, fire, vinegar, soy sauce, salt and plum and cooks with fire. The cooker allocates the seasonings to receive a good taste; adds seasonings if the taste is not enough; reduces seasonings if the taste is excessive. The gentleman eats for calming down. It is the same for the relationship between the king and the officials. The king considers it is right but there is an improper part. The officials point out the improper part to make it much perfect; the king considers it improper but there is a right part. The officials point out the right part and abandon the improper part. Therefore, the political affairs are in order without breaching courtesy and the people are not in a mind to fight. The music is like the taste and consists of various aspects in allocation. The gentleman listens to it, with his heart at peace. If the mind calms down, the morality may be harmonized…Who can eat if using water to taste water? Who can bear listening to the music played with only one rhythm?
