Abstract

External evaluation contributes significantly to the development of CSR. For three consecutive years since 2009, the Research Center for CSR, the Chinese Academy of Social Sciences (hereafter referred to as the Center) has released China’s Top 100 Firms CSR Development Index (hereafter referred to as the Index) based on classical CSR theories and international assessment approaches while taking into account actual situations in China. The Index evaluates these Chinese enterprises annually on their performance in CSR management and the level of information disclosure through the assessments of four different aspects, including responsibility management, economic responsibilities, social responsibilities, and environmental responsibilities. Moreover, it identifies and analyzes phase-specific characteristics of CSR development in China in hopes of providing references for further studies on Chinese CSR. In 2012, the Center continues to evaluate CRS performance of China’s top 100 state-owned, private, and foreign-funded entities. It studies the developing characteristics of Chinese CSR from the previous year in hopes of the better understanding and advancing the systematic development of CSR in China.

China’s Top 100 Firms is short for China’s Top 100 Series of Enterprises. The targets of evaluation for China’s Top 100 Firms CSR Development Index (2012) are comprised of China’s top 100 state-owned enterprises, top 100 private enterprises, and top 100 foreign-funded business entities.

Unfavorable reports about these companies come from influential media outlets such as People.com, Xinhuanet.com, and other relevant government websites.

For enterprises crossing two or three industries, all the industries involved are evaluated by the industry-specific indicator system; for enterprises crossing more than three industries, three main industries are selected for evaluation.

Rating criteria: if the CSR-related system or data on CSR performance can be found using the corporate’ public information, scores are given to management indicator or performance indicator. Otherwise, no scores are given for the indicator. The sum of the indicators is the score of this CSR element.

Sensitivity to social responsibility is measured primarily by environmental sensitivity and consumer sensitivity. Industries that are energy-consuming and polluting are highly environmentally sensitive, as are industries that deal directly with consumers. For example, Sinosteel deals with mining, wholesale trade, and mechanical equipment manufacturing—none of which directly come in contact with consumers; therefore it should be measured based on environmental sensitivity. Mining is more polluting and most environmentally sensitive; therefore, it is given a weight of 50 %, followed by mechanical equipment manufacturing industry, which is 30 % and then wholesale trade with 20 %.

The parent company of Unilever China is located separately in UK and Holland, so the total number of top foreign-funded companies is 101. Other countries and districts refer to those where less than three parent companies are located. Of them, there are two companies headquartered respectively in Singapore, Switzerland and Sweden and one in Indonesia, Thailand and Finland.

CSR report is a general term for a non-financial corporate report, such as environmental report, sustainability report, corporate citizenship report, and CSR report. Conforming to the principle of timeliness, only those CSR reports released in 2011 are used as the source of information for China’s Top 100 Firms Development Index (2012).

An enterprise’s vitality lies in its implementation of economic responsibilities, so they disclose substantial information about their responsibilities to clients and shareholders. The low ratings of social and environmental responsibilities are due to enterprises’ inadequate awareness of disclosing social and environmental information, together with the continuous emergence of new responsibilities and assessment criteria brought with the development of social and environmental responsibilities, which add the difficulties for enterprises to disclose CSR information.
