Zusammenfassung

Der Beitrag legt den Werdegang und Inhalte der am 10.10.2021 veröffentlichten Standardisierungsstrategie Chinas „Outline for National Standardization Development“ dar. Vorangegangen waren seit Anfang 2018 Forschungen zu einem Aktionsplan „China Standards 2035“. Inhaltlich ist die Standardisierungsstrategie allumfassend. Bestätigt und weiter ausgeführt wird sie kurz nach ihrem Erscheinen vom erstmalig aufgelegten „14. Fünfjahresplan zur Entwicklung eines Nationalen Standardisierungssystems für die Förderung der qualitativ hochwertigen Entwicklung“. Outline wie auch 14. Fünfjahresplan beziehen sich nicht nur auf technologische Standards, sondern schließen – ganz wesentlich – Standards für die wirtschaftliche und gesellschaftliche Entwicklung in Stadt und Land sowie für eine grüne Entwicklung ein. Für 2025 werden konkrete Ziele vorgegeben, für 2035 allgemeine in der Outline. Eine wichtige Rolle kommt der Strukturierung von Prozessen und Transparenz, Koordination mit allgemeinen Entwicklungszielen und internationalem Austausch zu.
