Abstract

The chapter delves into the concept of state continuity in Latvia, emphasizing the enduring legal existence of the state despite the Soviet occupation. It discusses the principle of state continuity as a cornerstone of Latvian identity and international legal status, with a particular focus on the continuity of citizenship. The text explores the practical implications of this principle, including the issuance of Latvian passports by the diplomatic corps during the occupation and the legal recognition of Latvian citizenship after independence. It also highlights the role of international law and the non-recognition policy of other states in supporting Latvia's claim to continuity. The chapter concludes by emphasizing the significance of the diplomatic and consular service in maintaining the legal capacity of Latvia during the occupation and the evolution of citizenship policy based on the principle of continuity.
