Abstract

This chapter addresses theoretical approaches to EU climate policy and climate change competitiveness. In particular, it describes the global and European determinants and conditions, assumptions and objectives of EU climate policy. Furthermore, it overviews the most popular research models used to diagnose and assess regional competitiveness. Finally, the chapter presents existing approaches to measuring competitiveness related to climate change. This systematic review of concepts and policies aims to establish a theoretical background for empirical research.

These gases build up in the atmosphere and let sunlight through but capture some of the heat radiated back from the Earth. This is known as the ‘greenhouse effect’ because the principle is similar to that of a greenhouse, in which the roof lets sunlight through but retains heat for growing plants (Riedy, 2016).

3
In addition, the Eurozone includes Andorra, Monaco, San Marino and Vatican City.

4
In addition, the Schengen Area includes the member states of the European Free Trade Association, viz: Iceland, Liechtenstein, Norway and Switzerland.

5
It can also apply to individuals, companies, institutions, products or events.

6
Due to the ambiguity of the concept of ‘region’ in different member states, the European Parliament and the Council of the EU issued a regulation on the creation of a Classification of Territorial Units for Statistics (NUTS), the NUTS 2 level is the basis in the implementation of Objective 1 of the Cohesion Policy. If NUTS 2 units are also administrative units, their average size must be between 800,000 and 3 million inhabitants. If, on the other hand, NUTS 2 units are not also administrative units, each NUTS 2 unit must fall within this size range.

7
That is, emissions minus absorption.

8
Poverty currently affects more than 34 million EU residents, due to rising energy prices.
