Abstract

The article delves into the application of public choice theory to understand pandemics, challenging conventional wisdom that favors centralized government responses. It argues that government failures are ubiquitous during pandemics, and that polycentric institutions—where decision-making is decentralized—are more effective in managing complex global externalities. The authors also emphasize the importance of economic freedom in enabling technological innovation and wealth creation, which ultimately determines a society’s robustness in responding to pandemics. By highlighting the benefits of decentralized decision-making and the preservation of economic liberties, the article offers a compelling alternative to the standard Pigouvian approach to pandemic management.
