Abstract

This chapter delves into Japan's 30-year journey in peacebuilding, from its initial efforts in Cambodia to its current involvement in Mindanao. It explores how Japan's approach has evolved, shifting from explicit peacebuilding initiatives to a more integrated strategy within broader development and security frameworks. The text highlights the challenges Japan faces in maintaining its peacebuilding efforts amidst a changing international order, including the rise of great power competition and the retreat of liberal internationalism. A significant focus is on Japan's role in the Mindanao peace process, where it has supported development projects, provided humanitarian assistance, and engaged in diplomatic efforts to build trust and promote long-term peace. The chapter also examines the philosophical underpinnings of Japan's peacebuilding efforts, emphasizing the importance of economic growth, social stability, and trust-building as prerequisites for sustainable peace. It concludes by discussing the future prospects of Japan's peacebuilding support, arguing that while the momentum for peacebuilding may be waning, the necessity for peace consolidation is arguably increasing in the face of growing instability and a shifting international order.
