Abstract

This chapter delves into the critical need for systematic planning of rural road networks, particularly in hilly regions where traditional models fall short. It highlights the unique challenges faced by policymakers and local governments in developing countries, such as limited funding, rugged topography, and the need for accessible basic services. The chapter introduces a novel, covering-based model that prioritizes the coverage of settlements and public facilities within a specified service distance, ensuring optimal use of resources. The model is demonstrated through a case study in Nepal's Gorkha district, where it successfully identified nodal points and defined a rural road network that significantly improved accessibility. The chapter also discusses the broader implications of the model for other rural infrastructure problems, such as telecommunication and water supply, and its potential to enhance the overall development of rural areas.
