Abstract

The chapter 'Credibility Explanations for the Success of Ethnoautonomy Arrangements' delves into the debate surrounding the effectiveness of ethnoautonomy arrangements, which grant autonomy to ethnically distinct minority populations. It argues that the starkly different views of pro- and anti-ethnoautonomy scholars can be attributed to the presence or absence of constitutional entrenchment mechanisms. These mechanisms, such as supermajority change, mutual assent, and judicial review, make the powers allocated to autonomous territories very difficult to change. The chapter examines cases of nominal autonomy used by anti-ethnoautonomy scholars, highlighting the weakness of their constitutional guarantees. It also discusses the importance of formal, conventional, and political-formal entrenchment in ensuring the credibility of autonomy arrangements.
