Current Situation, Challenges, and Some Proposals for Developing the BOT Contract Investment Model in Road Transportation in Vietnam

This chapter delves into the current situation, challenges, and potential solutions for developing the BOT (Build-Operate-Transfer) contract investment model in Vietnam's road transportation sector. The text highlights the significant role of the BOT model in mobilizing social resources for infrastructure development, particularly in addressing the shortage of investment capital. It explores the characteristics of the BOT contract, including the legal basis, contracting parties, and the object of the contract, providing a clear understanding of how this model operates in Vietnam. The chapter also identifies key challenges, such as issues related to toll stations, lower-than-expected revenue, and shortcomings in the legal framework. It proposes several recommendations to overcome these challenges, including building a clear legal framework, promoting training and capacity building, and addressing toll station inadequacies. The conclusion emphasizes the importance of close coordination between the state, investors, and the public to sustainably develop the BOT method, contributing to a modern transport infrastructure system and economic competitiveness.
