Abstract

The chapter examines the regulation of e-commerce, focusing on the tension between data sharing and dismantling strategies to address the market power of digital platforms. It begins by discussing the broader context of digital platforms' economic and societal roles, and the increasing scrutiny they face from competition authorities and policymakers. The chapter then delves into the specific challenges posed by the e-commerce sector, where platforms have gained significant market power through data collection and vertical integration. The author presents a detailed economic model to analyze three regulatory scenarios: data sharing, vertical separation, and full dismantlement. The model demonstrates that the optimal policy depends on the size of the cost advantage associated with data collection. When this advantage is small, complete dismantlement is the best option, while data sharing is preferable when the advantage is large. Vertical separation is found to be suboptimal in all cases. The chapter concludes by discussing the implications of these findings for policymakers and regulators, highlighting the complex trade-offs involved in regulating digital platforms.
