Abstract

E-Government haben wir als Bürger und Einwohner wenig nachgefragt und wenig angeboten bekommen. Die rechtlichen, organisatorischen und technischen Grundlagen für ein e-Government oder gar ein Smart Government sind noch nicht vollständig geschaffen. Dies attestieren Fromm et al. (2015: 3) in ihrer Studie mit den Worten: „Viel Gutes – oft Gleiches – wird an vielen Stellen erdacht und mit großem finanziellem Aufwand umgesetzt.
