Abstract

The chapter delves into the crucial role of microfinance institutions in addressing credit rationing and discouragement among small businesses, particularly in Europe. It examines how microfinance can reduce financial constraints and promotes financial inclusion. The study uses a cross-country dataset from the Survey on the Access to Finance of Enterprises, covering 38 European countries between 2008 and 2018. The analysis reveals that while microfinance institutions reduce the incidence and scale of credit rationing, they also increase the incidence of credit discouragement among borrowers with past relationships with these institutions. The chapter presents robust findings and forecasting tests, confirming the effectiveness of microfinance in predicting credit rationing and discouragement. The study contributes to the literature by providing a nuanced understanding of the impact of microfinance on small business financing, highlighting the complex interplay between credit rationing and discouragement.
